» Educational Technology Plans – Every 
Public School District and Charter School are encouraged to have a state approved Technology Plan.  Some forms of funding require a state approved pan, in order to participate.  CTAP Region 9 staff members are  available to assist districts and charters to develop and maintain a plan.  Plans are developed following the Enhancing Education Through Technology – EETT criteria. In this way they also meet requirements for E-rate, K-12 Voucher Participation, and other programs, if desired or required.  For additional information regarding technology plans, please contact CTAP Region 9 staff member in your county, or visit the most current year listed for EETT at http://www.cde.ca.gov/ls/et/ft/eettformula.asp Follow the linkRequest For Application (RFA).

 

» Enhancing Education Through Technology – EETT – is a federally funded program that supports the use of technology in the classroom.  The annual state allocation is divided into Formula and Competitive funding across the sate.  Districts and Charters that complete and have state approval for an EETT based Technology Plan (see above) receive yearly Formula funding.  Applications for Competitive funding are often open in the spring of a given school year.  The purpose of Competitive funding is to allow a district or charter, to propose an intensive, well organized, researched based, two year project, funded one time at $300 per student, in grades 4 through 8, that emphasizes using technology to deliver standards in the classroom and increase assessment levels for the students involved. » TechSETS
Working with a wide range of vendors, field professionals, county offices of education, and school districts, TechSETS has set out to establish a statewide consensus on what technology support staff should know about and be able to do with technology and to document that consensus as a comprehensive matrix of skills.

E-rate/CTF
E-rate is a federal program of the Federal Communications Commission administered by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company that provides eligible kindergarten through grade twelve public schools and libraries 20 percent to 90 percent discounts on approved telecommunications, Internet access, and internal connections costs. E-rate discounts are based on the number of students eligible for the National School Lunch Program. Schools and libraries in low-income urban communities and rural areas qualify for higher discounts. Although the E-rate application process can be difficult, every school district should consider applying for E-rate discounts.

While the E-rate program includes discounts for a wider range of telecommunications services, CTF (Outside Source) offers discounts for measured business service as well as high bandwidth data lines. Although offering a smaller menu of eligible services, the CTF application process is simpler than E-rate. Applications for CTF discounts are submitted to the telecommunications carrier, who will submit the completed eligible application to the California Public Utilities Commission Telecommunication Division. When CTF discounts are approved, the telecommunications carrier will discount the telecommunications to the school.
